About our Doctor

 Dr. David Oneil graduated from Tehran University Medical School in 1974. He had his OB/GYN residency at Franklin Square and Johns Hopkins Hospitals. In 1980, Dr. Oneil opened his own OB/GYN office, Gynemed Surgical Center, and practiced OB/GYN until 2020. 

From then, Dr. Oneil transitioned to gynecology and cosmetic practice, based on his long-standing interest in cosmetic procedures and patient’s needs. He had extensive training in cosmetic procedures and has kept up to date with new technology and techniques. 

The concept of Allure Laser Center was born from the demand for Dr. Oneil’s cosmetic services. Thus, Dr. Oneil decided to dedicate his medical expertise to cosmetic procedures primarily, while offering the knowledge, professionalism and patient care that one would expect from a highly experienced physician specializing in women’s needs. 

In his spare time, Dr. Oneil enjoys reading, golfing, biking and being in the great outdoors. 

Dr. David Chang graduated from Universidad Peruana Cayeto Heredio Medical School in 2003. He completed his OB/GYN residency at The Johns Hopkins Hospital Bayview in 2008. Dr. Chang joined the Gynemed Surgical Center team in 2008 and has been the medical director for years. 

Dr. Chang has been administering botulinum toxin A  injections over the past 5 years. 

In his spare time, Dr. Chang enjoys traveling and experiencing cultures around the world.
